Biography

Ms. Francisca Montoya is a lifelong resident of Arizona and an advocate of public education. She has lived in the Fowler Elementary School District for the past 25 years. Ms. Montoya’s professional experience spans 25+ years in non-profit management, government relations, and community development. She serves as Senior Director of Strategic Partnerships at RDF, a national community development financial institution. Ms. Montoya is a member of the Marisol Federal Credit Union Board of Directors, the South-Central Collaborative, and AZLSBA. Ms. Montoya attended the public K-16+ education system and is a graduate of Arizona State University, currently finishing a master’s at Penn State in community and economic development. She is the proud mother of two sons and three granddaughters.

Biography

Joe Montoya III is a proud Arizona native, dedicated father, and passionate advocate for public education and student opportunity. Elected to the Fowler Elementary School District Governing Board in 2024, Joe brings a deep commitment to supporting safe, equitable, and engaging learning environments for all students.

With over a decade of experience in education-focused roles, Joe currently serves as a solutions design specialist, helping schools across Arizona implement hands-on STEM and Career and Technical Education (CTE) programs that prepare students for real-world success. His professional background includes leadership roles in student safety, mental health support, and workforce development.

Joe is also a product of public schools and a proud parent of two children who attend dual-language programs in a neighboring district. He believes that every child deserves access to high-quality education, no matter their zip code.

In addition to his role on the board, Joe actively volunteers with organizations such as the American Red Cross and the American Foundation for Suicide Prevention. He is committed to ensuring that Fowler’s schools remain places where students feel seen, supported, and empowered to thrive.
