Governing Board

Our governing board has high expectations for student achievement. It is of vital importance to them to employ individuals who take the initiative to provide the best programs, strategies, and learning environment for all of our students.

    About Mr. Ignacio Fernandez

    Mr. Ignacio Fernandez retired from the Fowler School District in June 2007 after 37 years of service. Mr. Fernandez is an alumn of Fowler District, and his children and grandchildren attended Fowler Schools. Initially, he began his service on the board to fill a vacancy. In November 2008, he won an election to a two-year term. In 2010, Mr. Fernandez was re-elected to a four-year term.

    About Mrs. Peggy Eastburn

    Mrs. Eastburn has resided in the Fowler community for nearly 30 years, and all of her children attended Fowler schools. She has a long history of volunteering her services in our classrooms and is a very active citizen with regard to City of Phoenix initiatives. Mrs. Eastburn is the chairperson of the Estrella Village Planning Committee, and she has sat on numerous other city committees. Mrs. Eastburn's love for our community and her concern for our students make her a welcome addition to the Fowler Board.

    About Ms. Francisca Montoya

    Ms. Francisca Montoya is a lifelong resident of Maricopa County and a resident of Fowler School District for the past 11 years. She has over 20 years of professional experience in non-profit management and government relations with the Cesar E. Chavez Foundation, the Stardust House, and Phoenix City Council, and Neighborhood Services Department. She is a current member of the Maricopa County Board of Health and Estrella Village Planning Committee and oversees the Stardust Foundation South Ranch Scholarship Fund of the Maricopa Colleges Foundation. Ms. Montoya has two sons and three granddaughters.
